Fix some Flymake docstrings and messages

* lisp/progmodes/flymake.el
(flymake-start-on-flymake-mode): fix typo.
(flymake-mode): Add docstring.
(flymake-mode-line-format): Fix help-echo indications. mouse-2
describes flymake-mode.
