(hexl-mode): Don't call kill-all-local-variables.

Browse source 
Save write-contents-hooks, require-final-newline, the syntax table.
Use make-local-hook for change-major-mode-hook.
(hexl-mode-exit): Restore those vars; remove our local hooks.
