Delete environment variables in Tramp when needed

* lisp/net/tramp-sh.el (tramp-get-env-with-u-option): New defun.
(tramp-sh-handle-start-file-process)
(tramp-sh-handle-process-file, ): Use it.  (Bug#23952)
