Drop duplicate vietnamese-tcvn coding system

* lisp/language/vietnamese.el (vietnamese-vscii): Update docstring.
(vietnamese-tcvn, tcvn, tcvn-5712): Make them aliases of
vietnamese-vscii.
("Vietnamese"): Drop vietnamese-tcvn from coding-system values.
Update docstring.

* etc/NEWS: Announce this change.
