Accept NO-PROPERTIES in thing-at-point aliases (Bug#35491)

* lisp/thingatpt.el (word-at-point, sentence-at-point): Accept and
pass NO-PROPERTIES to thing-at-point.
* etc/NEWS: Announce change.
