Restore lines saying "Maintainer: emacs-devel@gnu.org" when there is
no special maintainer for a file. Although this wasn't documented
it was common practice and removing the lines didn't have consensus.
Add a paragraph to minor mode's docstring documenting the mode's ARG
usage if the supplied docstring doesn't already contain the word "ARG".
* easy-mmode.el (easy-mmode--arg-docstring): New const.
(easy-mmode--arg-docstring): New function.
(define-minor-mode): Use them.
Remove argument documentation from all minor modes.
Most of this change is to boilerplate commentary such as license URLs.
This change was prompted by ftp://ftp.gnu.org's going-away party,
planned for November. Change these FTP URLs to https://ftp.gnu.org
instead. Make similar changes for URLs to other organizations moving
away from FTP. Also, change HTTP to HTTPS for URLs to gnu.org and
fsf.org when this works, as this will further help defend against
man-in-the-middle attacks (for this part I omitted the MS-DOS and
MS-Windows sources and the test tarballs to keep the workload down).
HTTPS is not fully working to lists.gnu.org so I left those URLs alone
for now.

Escape apostrophes and grave accents in docstrings if they are
are supposed to stand for themselves and are not quotes. Remove
apostrophes from docstring examples like ‘'(calendar-nth-named-day
-1 0 10 year)’ that confuse source code with data. Do some other
minor docstring fixups as well, e.g., insert a missing close
quote.

the last outline in a file, a single invisible char was left.
Add a check for this condition.

* outline.el (outline-move-subtree-down): Make sure we can move
forward to find the end of the subtree and the insertion point.
variables, not options (bug#13731).
Setting this as a global option is likely to be useless, because it is
unlikely that all outline file will use the modified regexp.
Additionnally, if one of these variables if set through customize and
the outline keybindings don't work in a standard outline file, it is
hard to know why.
Thanks to T. V. Raman for reporting this.
It turns out the use of nil in the :type of outline regexp was for
very hysterical raisons. Prior to 2001-09-12T20:42:08Z!rms@gnu.org, the
default value was nil, then it was initialized afterwards.
Everywhere in the code assumes it cannot be nil, so no need to allow
that any more.
* lisp/outline.el (outline-regexp): No longer allow nil.
(outline-heading-end-regexp): Add safety predicate.
