Inhibit nativecomp of loaddefs files

* lisp/emacs-lisp/generate-lisp-file.el
(generate-lisp-file-trailer): Allow inhibiting nativecomp.

* lisp/emacs-lisp/loaddefs-gen.el (loaddefs-generate--rubric):
Inhibit native-comp, because it's not very useful for loaddefs files.
