Use 'help-key' function in more places

* lisp/net/tramp-cmds.el (tramp-rename-files):
* lisp/which-key.el (which-key--next-page-hint): Prefer 'help-key'
when available.
* lisp/help.el (help-key): Simplify.
* etc/symbol-releases.eld: Add 'help-key'.
